Well, there are several reasons to have such a problem. Mostly, there is excess gathered skin around the eyes, likely from a decrease in fat and subcutaneous tissue that "was" holding up the skin.

You can have allergies with some swelling in the areas. You can see the dark blood vessels under skin making the area dark. There is bruising and the sun can tattoo any injury that you have had, thus exacerbating the darker area and skin around the eyes.

Now, having said this, what do we do about it?

Yes, you can treat the allergies with a workup and proper treatment. Cosmetically, we can rehabilitate the lost of fat with fat transfer and or stem cell stimulation to try and regrow what has been lost.

For those needing a surgical procedure, there is blepharoplasty.
